Explanation using Example

Imagine a situation where the Vice President of India, who is the ex-officio Chairperson of the Rajya Sabha, is elected as the President of India. As the office of the Vice President is now vacant, the Deputy Chairperson of the Rajya Sabha steps in to perform the duties of the Chairperson. This is in accordance with point 1 of Article 91 of the Constitution of India.

In another scenario, if the Chairperson has to leave the city for a few days and cannot preside over the Rajya Sabha sessions, the Deputy Chairperson would take over the role during the Chairperson's absence, as per point 2 of Article 91. If both the Chairperson and Deputy Chairperson are unavailable, another member appointed by the President or determined by the council's procedure would act as the Chairperson for the time being.
