Imagine a scenario where India has just concluded its general elections and a new Lok Sabha (House of the People) has been elected. As per Article 87 of the Constitution of India, the President of India is required to inaugurate the first session of this newly elected Lok Sabha. During this session, the President delivers a speech to both the Lok Sabha and the Rajya Sabha (Council of States) assembled together. In this speech, the President outlines the main reasons why Parliament has been convened and the government's agenda for the upcoming year. This is similar to the 'State of the Union' address in the United States.
For example, the President might inform the Parliament about the government's focus on economic reforms, defense strategies, or social welfare programs. Following the President's address, the rules of procedure of the Houses allow for a set period during which Members of Parliament can discuss the matters raised in the address, providing an opportunity for the opposition and other parties to debate and comment on the government's proposed policies and agenda.
