Explanation using Example
Imagine the government of India decides to recognize a region that is currently not part of India as a new state. For instance, if there was a territory adjacent to India's borders where the people expressed a desire to become part of India and both the governments agree, the Indian Parliament could use Article 2 of the Constitution of India to admit this new territory as a state of India. The Parliament would pass a law setting out the terms and conditions of such admission, including how the new state would be integrated into the Indian Union.
