Let's consider a hypothetical situation where Mr. Sharma has applied for a trademark registration for his startup. The application is being handled by an officer appointed under sub-section (2) of section 3. However, due to some complications arising in the case, the Registrar feels the need to intervene. As per Section 4 of The Trade Marks Act, 1999, the Registrar has the authority to withdraw this matter from the officer. The Registrar can then choose to either start the process de novo (afresh) or continue from where the officer left off. Alternatively, the Registrar can also transfer the case to another officer, who can then proceed with the matter either from scratch or from the stage it was transferred, as per the special instructions in the transfer order.
