Imagine Sarah wants to know the details of a report created by a private research company that was submitted to a government department. She files an RTI request to obtain this information. The report contains copyrighted material owned by the research company. Under Section 9 of The Right to Information Act, 2005, the Public Information Officer (PIO) can deny Sarah's request because providing the report would infringe on the copyright of the private company, which is not part of the state.
