Explanation using Example
Imagine John had an accident with a truck and the Claims Tribunal awarded him compensation as the truck driver was at fault. However, the truck owner refuses to pay the compensation amount. John can apply to the Claims Tribunal to issue a certificate for the amount due. Once issued, this certificate is sent to the Collector, who will then treat this compensation amount like an unpaid land tax and use the same methods to recover the money from the truck owner to ensure John receives his due compensation.
