Explanation using Example
Imagine Sarah, who lives and works in Bangalore, decides she wants to learn how to drive a car. She is not disqualified from driving under any law and has never had a driving licence before. Sarah can apply for a learner's licence at the local Regional Transport Office (RTO) in Bangalore, which is the licensing authority in the state where she resides.
She fills out the required application form, attaches her proof of address, age, and identity, and pays the prescribed fee. Since Sarah is applying to drive a non-transport vehicle, she is not required to submit a medical certificate at this stage.
After submitting her application, Sarah must pass a physical fitness test and a written exam on traffic rules and signs, as mandated by the Central Government. Once she passes these tests and is not found to have any disqualifying conditions, the RTO issues her a learner's licence, which is valid for a limited period and allows her to drive on public roads as long as she is accompanied by an adult holding a permanent driving licence.
This learner's licence is the first step Sarah takes towards becoming a fully licensed driver, and it is governed by Section 8 of The Motor Vehicles Act, 1988.
