Explanation using Example
Imagine a couple, John and Jane Doe, who are looking to adopt a child. They reside in a district that has a government-recognized institution called "Happy Homes Adoption Agency," which is a Specialised Adoption Agency (SAA) designated under Section 65(1) of The Juvenile Justice (Care and Protection of Children) Act, 2015. Happy Homes facilitates the adoption of children who are orphaned, abandoned, or surrendered.
As per Section 65(2), the state agency has provided the necessary details of Happy Homes to the Central Adoption Resource Authority (CARA), ensuring that the agency is officially recognized for carrying out adoptions.
The local government conducts annual inspections of Happy Homes as mandated by Section 65(3) to ensure they maintain the standards required for child care and rehabilitation.
During one inspection, it's discovered that Happy Homes has been negligent in completing home study reports of prospective adoptive parents within the stipulated time. Consequently, under Section 65(4), the agency faces a fine of up to fifty thousand rupees for this lapse. If such delays continue, Happy Homes risks losing its recognition as an SAA, which would prevent it from facilitating future adoptions.
