Let's consider a hypothetical scenario to understand the application of Section 21 of The Information Technology Act, 2000:

Suppose Mr. John, an entrepreneur, decides to start a new business providing electronic signature certificates. According to Section 21, he must first apply to the Controller for a license. This is covered in sub-section (1).

However, the Controller will not issue the license just because Mr. John has applied. He must meet certain requirements set by the Central Government, such as specific qualifications, expertise, manpower, financial resources, and other infrastructure facilities. This is detailed in sub-section (2).

Once Mr. John fulfills these requirements and is granted a license, it will be valid for a period defined by the Central Government.
