Explanation using Example

Example 1:

A law states that "A person who commits theft shall be punished." According to Section 9 of the Indian Penal Code 1860, this can be interpreted to mean that "Persons who commit theft shall be punished." This means that if a group of people commit theft together, each individual in the group can be punished under the same law.

Example 2:

A regulation mentions that "An officer must report any suspicious activity." Based on Section 9, this can also be read as "Officers must report any suspicious activity." Therefore, if there are multiple officers, each one is individually responsible for reporting suspicious activities they observe.
