Imagine a government employee, Mr. Sharma, who is working for the Central Government in India. Mr. Sharma has been denied promotion despite meeting all the required qualifications and seniority. He believes that the decision is unjust and wants to challenge it. He decides to file an application to the Central Administrative Tribunal (CAT) seeking redressal for his grievance.

In this scenario, the CAT acts as the 'Tribunal' as defined in clause (t). Mr. Sharma's case pertains to a 'service matter' as described in clause (q), specifically related to 'tenure including confirmation, seniority, promotion' as per clause (q)(ii). The 'appropriate Government' in this case, as per clause (d)(i), is the Central Government since it involves a Central Government employee and the matter is being brought before the CAT.

As per clause (b), Mr. Sharma's 'application' is made under section 19 of the Act, where he can present his case. The proceedings will involve both 'Judicial Members' and 'Administrative Members' from the CAT, as defined in clauses (i) and (a) respectively.

The decision on Mr. Sharma's application will be made by a 'Bench' of the CAT, as per clause (e), which is a panel of members designated to hear cases. The 'Chairman' of the CAT, as per clause (g), may also be involved in the proceedings, especially if the case is of significant importance.
