Example 1:

The Indian government decides to create a new state called "Vidarbha" by separating certain districts from the existing state of Maharashtra. This action is taken to address the unique cultural and economic needs of the Vidarbha region. The Parliament introduces a Bill for the formation of the new state, but before it can proceed, the President must recommend the Bill.
